Procured through the Ministry of Justice Framework, and in partnership with the Establishment and DHL, HMP High Down training workshop provides real-world work and employment opportunities for 90 prisoners to reduce reoffending through safe and effective rehabilitation approach in line with its transition to a Cat C facility.

The carbon neutral building is exclusively electric (no gas) and utilises PhotoVoltaic panels and air source heat pumps, improving thermal performance and energy efficiency. The final Building Emissions Rate is 1.2kg / CO2 per m2 which represents a 94% reduction in emissions when compared to the target set through Building Regulations, and achieved a BREEAM Outstanding rating.

The new workshop was the testing ground for our award-winning Construction Mentorship Partnering Scheme (CMPS). The flagship pilot scheme was the first of its kind to engage prisoners by providing them with work experience and insights into areas such as Mechanical and Electrical (M&E) installation, construction management and training on a live construction site.

As a result of the CMPS eight prisoners were employed as orderlies to work on the HMP High Down construction site, providing them with work experience and construction skills training in aspects such as construction management, M&E installation and brick laying. 

The scheme has won multiple awards including the Value award, Building Project of the Year under £10m award, and People Development award at the Constructing Excellence SECBE Awards 2023.
